The European members of the Executive Committee of the Trilateral Commission met in Brussels on April 4/5, to discuss the present state of the Commission, to hear progress reports on the task forces on trade, energy and less developed countries, and to prepare the meeting of the entire Executive Committee in Brussels on June 23-25. A summary of the meeting is attached.
As you will see from this summary, the main task of the Executive Committee meeting in June will be to prepare a general political statement on the basis of the three task force reports which will be submitted to it, and which you will receive in late May. In order to allow the membership of the Commission to participate in these discussions, and in order to provide an opportunity to meet our American and Japanese guests, a joint meeting between the Executive Committee and the European membership is planned. (A similar meeting with the Japanese membership took place at the first Executive Committee meeting in Tokyo last year).
We therefore very much hope that you will be able to come to Brussels to take part in a dinner given by the Belgian government on Monday, June 24 and to join in the discussions on Tuesday morning, June 25, concluding with a luncheon. During your stay in Brussels (Hilton Hotel) you will be the guest of the Commission.

In previsione della riunione del Comitato Esecutivo della Commissione Trilaterale che avrà luogo a Bruxelles dal 23 al 25 giugno prossimo, si terrà presso la sede dell'IFI a Roma in via 24 Maggio n° 14, alle ore 16 del 20 giugno, un incontro tra i membri italiani. Scopo dell'incontro è l'identificazione, attraverso un'amichevole discussione, dell'atteggiamento che i partecipanti italiani dovranno adottare nella riunione dell'Esecutivo relativamente ai programmi della Commissione Trilaterale.
A questo proposito si allega il documento del 25 marzo 1974, inviato dal Prof. Max Kohnstamm ai membri del Comitato Esecutivo, che riassume realisticamente i principali problemi che la Commissione deve affrontare e che si presentano con particolare urgenza.
Il Gruppo Italiano dovrebbe focalizzare in particolare i seguenti temi:
Situazione dell'Europa e tendenza dei paesi membri della CEE ad attuare in ogni settore politiche sostanzialmente divergenti dalle decisioni delle istituzioni comunitarie. Questa tendenza mette in crisi non solo la struttura della Comunità Europea ma pone anche seri dubbi circa la volontà politica dei paesi membri a mantenere le istituzioni europee esistenti nella loro forma attuale.

Situazione del Gruppo Europeo della Commissione Tripartita e sua credibilità nei confronti dei partners americano e giapponese. A questo proposito potrebbe essere utile anche un esame delle posizioni assunte dai vari paesi in occasione della crisi energetica.
Situazione finanziaria del Gruppo Europeo — Struttura e funzionamento del Gruppo — Successione alla presidenza del Prof. Max Kohnstamm che, chiamato a presiedere l'Istituto Universitario Europeo di Firenze, si trova nell'impossibilità di proseguire la sua attuale attività.
Esame della posizione del Gruppo Giapponese, che si è riunito a Tokio nel mese di marzo ed ha esaminato fra l'altro la posizione del Giappone nei rapporti con l'Europa e gli Stati Uniti. In relazione ai lavori di Tokio il Direttore della Commissione, Zbigniew Brzezinski, in una sua nota ai membri dell'Esecutivo espone talune osservazioni :
per quanto riguarda la politica interna giapponese fa preciso riferimento alle difficoltà del governo dovute ai minori consensi ottenuti da Tanaka nelle ultime consultazioni elettorali ed al conseguente rischio di involuzioni di tipo isolazionistico;
relativamente alla politica internazionale sottolinea la propensione del Giappone alla neutralità nelle divergenze esistenti tra Europa e America.

The June meeting of the Executive Committee — the first to be held in Europe — was quite successful. The discussions among the members of the Executive Committee were excellent as was the meeting with the European members of the Commission who joined us during the evening of the 24th and the morning session of June 25th. Included you find a summary of these discussions prepared by Dr.Doctor Brzezinski, as well as the Joint Statement adopted by the Executive Committee. The Vice-President of the European Commission, Mr. Henri Simonet, very kindly invited the participants to a dinner; so did the Belgian Prime Minister, Mr. Tindemans. On the evening of Tuesday, June 25th, we were the guests of our colleague, Baron Léon Lambert.
During a meeting on June 23rd the European members of the Executive Committee appointed Mr.Mister François Duchêne as European Executive Vice-President of the Commission. Mr.Mister François Duchêne, at present Director of the International Institute for Strategic Studies in London, will take up the directorship of the Institute for European Studies at the University of Sussex on October 1, 1974.
The next meeting of the Executive Committee will take place in Washington from the evening of December 8 until and including the evening of Tuesday, December 10. Our Japanese President, Mr. Watanabe, informed us that he and the Japanese members of the Executive Committee are studying the possibility of organising the fourth meeting of the Executive Committee in Kyoto and of inviting to this meeting all the members of the Trilateral Commission. This meeting would in principle take place at the end of May 1975 and would be preceded by a three to five days seminar introducing those of the members of the Commission that would be interested to the problems of modern Japanese life and society.
