I enclose two items for your attention:

• The trilateral political report on the "The Crisis of International Cooperation," which contains an extremely perceptive discussion of the complexities and frictions inherent in the new condition of interdependence, a discussion made especially timely by the developments generated by the energy crisis;
• A "personal summary" of the political background to our work, prepared by one of our Commissioners, Jean-Luc Pepin, Canada's former Minister of Industry, Trade and Commerce, which he has permitted me to circulate and which I found to contain some of the best formulations of the critical issues involved in global interdependence.
